Customs: updated TARIC Codes for exceptions and authorizations on EU sanctions against Russia

Introduction

On February 26, 2025, the Italian Customs and Monopolies Agency (ADM) published a notice to economic operators announcing certificates that integrate into TARIC the restrictions introduced by the 16th sanctions package against the Ukrainian territories occupied by Russia.

The affected territories

Specifically, the affected territories include Donetsk, Kherson, Luhansk, and Zaporizhzhia, as well as Crimea and Sevastopol. The legal references are, respectively, Council Regulation (EU) 2025/398 for Donetsk, Kherson, Luhansk, and Zaporizhzhia, occupied during the war that began in 2022, and Council Regulation (EU) 2025/401 for Crimea and Sevastopol, occupied since 2014.

Unique codes for exceptions and authorizations under EU Regulations

The list published by the Customs Agency assigns unique codes to the exceptions and authorizations provided for in the aforementioned regulations. In transactions benefiting from these exceptions or authorizations, economic operators must indicate the relevant code in box no. 44 of the Customs Declaration to confirm compliance with the requirements or the granting of authorization by the Authority.
