European Union adopts 12th sanctions package against Russia

In order to reaffirme the condemnation of Russia’s war of aggression against Ukraine and its support for Ukraine’s independence, sovereignty, integrity and self-protection, as stated in the conclusions of 26 and 27 October 2023 of the European Council, the acts adopted by the Council with the twelfth package of restrictions against Russia were published in the Official Journal of the European Union on 18 December 2023. With the aim of further weakening Russia’s ability to conduct this war of aggression, this new package strengthens the sanctions and their full and affective implementation, preventing their circumvention.

The new sanctions are based on the following Decisions and Regulations:

  • Decision (CFSP) 2023/2874 of 18 December 2023 amending Decision 2014/512/CFSP concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine;
  • Decision (CFSP) 2023/2871 of 18 December 2023 amending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine;
  • Council Regulation (EU) 2023/2873 of 18 December 2023 amending Regulation (EU) No 269/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine;
  • Council Implementing Regulation (EU) 2023/2875 of 18 December 2023 implementing Regulation (EU) No 269/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine;
  • Council Regulation (EU) 2023/2878 of 18 December 2023 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine.
