USA: latest updates on international sanctions

9 November 2023

We report an update of recent sanctions implemented by the United States against individuals and entities active in supporting the Russian war effort, the Burmese regime and the terrorist group Hamas.

Hamas

Following the October 7 attacks on Israel and its civilian population, the Office of Foreign Assets Control (OFAC) of the US Treasury Department imposed a second round of sanctions on key Hamas-linked officials and financial networks.

This action targets additional assets in Hamas’s investment portfolio and individuals who are facilitating sanctions evasion by Hamas-affiliated companies. OFAC is also designating a Hamas official in Iran and members of Iran’s Islamic Revolutionary Guard Corps (IRGC), as well as a Gaza-based entity that has served as a conduit for illicit Iranian funds to Hamas and Palestinian Islamic Jihad (PIJ). These designations underscore the critical role Iran plays in providing financial, logistical, and operational support to Hamas.

Burma/Myanmar

In order to degrade the regime’s ability to purchase weapons to carry out violent acts against the people of Burma, OFAC published a new directive that prohibits certain financial services by U.S. persons to or for the benefit of Myanma Oil and Gas Enterprise (MOGE).
